Rules for Visitors of the Pushkin State Museum of Fine Arts

1. General provisions

1.1. According to the Decree of the President of the Russian Soviet Federative Socialist Republic of December 18, 1991 No. 294 "On Especially Valuable Objects of the National Heritage of Russia", the Federal State Budgetary Cultural Institution "The Pushkin State Museum of Fine Arts" (hereinafter referred to as the Museum) is classified as a particularly valuable object of the cultural heritage of the peoples of the Russian Federation.
1.2. In accordance with Federal Law No. 73-ФЗ of June 25, 2002 "On Objects of Cultural Heritage (Historical and Cultural Monuments) of the Peoples of the Russian Federation", the preservation of objects of cultural heritage of the peoples of the Russian Federation is guaranteed in the Russian Federation in the interests of the present and future generations of the multinational people of the Russian Federation.
1.3.In accordance with the Decree of the President of the Russian Federation of November 30, 1992 No. 1487 "On especially valuable objects of cultural heritage of the peoples of the Russian Federation", the institutions classified as especially valuable objects or persons using them are responsible for the safety of the objects and their proper use.
1.4. These Rules are intended to ensure the preservation of the Museum as an object of cultural heritage, as well as to provide conditions for public access to museum objects and museum collections to Museum visitors and are mandatory for unconditional implementation by all persons located on the territory of the Museum.
1.5. The territory of the Museum is considered the buildings of the Museum complex located at the following addresses:
1) Moscow, 12 Volkhonka Street (The Main Building of the Museum);
2) Gallery of 19th and 20th Century European and American Art (Moscow, 14 Volkhonka Street);
3) Moscow, 10 Volkhonka Street (Personal Collections Department);
4) Moscow, 2/6 Bolshaya Bronnaya Street, apt. 5 (Sviatoslav Richter Memorial Apartment);
5) Moscow, 6 Kolymazhny Lane, site 2 (Museion Children's Educational Center);
6) Tarusa, 15 Paustovsky Street (Eduard Steinberg's Workshop);
7) Moscow, 3/5 Maly Znamensky lane, 3/5, site 4 (The Lopukhins Manor-space Pushkin.Youth);
8) Moscow, 15 Chayanova Street (Ivan Tsvetaev Educational Art Museum on the territory of the Museum Center of the Russian State University for the Humanities);
9) Moscow, 13 Zoologicheskaya Street, site 2 (Building on Zoologicheskaya Street).
The Museum's territory includes exhibition halls, staircases, corridors, recreational and service areas, lobbies, and courtyards that are accessible to visitors.
1.6. These Rules are binding for the visitors of the Department of Manuscripts, the Museum Library, Museion Children's Educational Center, Svyatoslav Richter Memorial Apartment, Eduard Steinberg's Workshop, space Pushkin.Youth, Ivan Tsevetaev Educational Art Museum, taking into account the special provisions applicable only on the territory of each of the divisions. You can get acquainted with the special provisions on the official website of the Museum (pushkinmuseum.art) or directly in the specified departments of the Museum.
1.7. The working procedure and responsibility of the Museum officials for ensuring the safety of the Museum complex and provision of better service for the Museum visitors are determined by the current legislation and local regulations of the Museum.
1.8. The use for commercial purposes, including for publication in social networks of images of any objects of the Museum, obtained by photo, film and video shooting is possible only under a contract with the Museum.
1.9. Photo and video shooting by mass media representatives is carried out by prior accreditation in the press service of the Museum.
1.10. Visitors who violate the procedure established by these Rules may be removed from the territory of the Museum and held liable under the current legislation of the Russian Federation.

2. Museum opening hours

2.1. The Museum buildings, including the exhibition halls are open to the public on the days and hours set by the opening hours.
2.2. The opening hours of the Museum buildings on the basis of Article 52 "Fundamentals of the Legislation of the Russian Federation on Culture" (approved by the Supreme Soviet of the Russian Federation of October 09, 1992 No. 3612-1) are established by the orders of the Director of the Museum.
2.3. Information about the Museum's opening hours is posted:
• on the official website of the Museum (pushkinmuseum.art);
• on information media in the entrance areas of the Museum buildings.
2.4. The opening hours of the Museum buildings, individual exhibitions and exhibition halls may be changed - both on a permanent and temporary basis.
2.5. The opening hours of the tour desk, audio guide desk, cafe, shop, and other Museum services may differ from the opening hours of the Museum buildings.
2.6. The opening time of the Museum means the opening of the Museum building and exhibition halls for the entrance of visitors and the start of ticket sales at the ticket offices. The closing time of the Museum means the closing of the exhibition halls of the Museum for visitors.
2.7. The entrance of visitors to the Museum building and ticket sales at the ticket offices stop 1 hour prior to the Museum closing.

3. Entering the Museum and purchasing tickets

3.1. Entrance to the Museum for individual visits, participation in events and excursions held on the territory of the Museum is carried out with entrance tickets, excursion vouchers, season tickets (hereinafter-the Ticket).
3.2. By purchasing a Ticket to the Museum, the visitor undertakes to observe public order on the territory of the Museum and the established Rules for Visiting the Museum.
3.3. Entrance tickets for individual visits can be purchased by visitors at the Museum's ticket offices on the day of the visit and on the official website of the Museum – in advance or on the day of the visit (pushkinmuseum.art).
3.4. Tickets for events, including excursions, can be purchased by visitors at the Museum's ticket offices or on the Museum's official website.
3.5. The terms of Tickets purchase, return and reissue of registered Tickets at the ticket offices and on the Museum official website is regulated by the User Agreement approved by the Museum and posted on the Museum official website (pushkinmuseum.art).
3.6. The Museum reserves the right to determine the special order of Ticket sales for individual exhibitions and events.
3.7. The Ticket is valid only if its bearer has a cash receipt (in electronic or paper form) for the ticket payment as well as a document confirming their eligibility for a discount (in the case of a discounted ticket) and, if this document lacks a photograph, an ID (the same requirement holds for a registered ticket).
3.8. Entrance to the Museum buildings and purchase of Tickets at the Museum ticket offices are carried out on a first-come, first-served basis.
The right of priority access to the Museum buildings is granted upon presentation of supporting documents (if a photo free document -including an identity document) to the following categories of visitors:
• Heroes of the Soviet Union and the Russian Federation, full Cavaliers of the Order of Glory (citizens of the Russian Federation and the EAEU countries);
• Heroes of Socialist Labor, Heroes of Labor of the Russian Federation, full Cavaliers of the Order of Labor Glory (citizens of the Russian Federation);
• WWII veterans (citizens of the Russian Federation and the EAEU countries), war invalids (citizens of the Russian Federation and the EAEU countries), combat veterans (citizens of the Russian Federation);
• former minor prisoners of fascism;
• the invalids I and II groups, disabled people of group III with disorders of musculoskeletal system, children with disabilities, visitors in wheelchairs and one accompanying person (for all of the above categories);
• people of 70 years of age and older;
• visitors with tickets purchased in advance with a right of prior access1;
• tour groups with pre-purchased vouchers2;
• visitors participating in the programs of "Pushkin’s Friends", "A Museum graduate," "Patron of Pushkin", "Corporate patron of Pushkin"3;
The right to purchase entrance tickets by priority is granted to the following categories of visitors upon presentation of supporting documents and a passport of a citizen (if there is no holder's photo on the supporting document):
• Heroes of the Soviet Union and the Russian Federation, full Cavaliers of the Order of Glory (citizens of the Russian Federation and the EAEU countries);
• Heroes of Socialist Labor, Heroes of Labor of the Russian Federation, full Cavaliers of the Order of Labor Glory (citizens of the Russian Federation);
• WWII veterans (citizens of the Russian Federation and the EAEU countries), war invalids (citizens of the Russian Federation and the EAEU countries), combat veterans (citizens of the Russian Federation);
• former juvenile prisoners of fascism;
• the invalids I and II groups, disabled people of group III with disorders of musculoskeletal system, children with disabilities, visitors in wheelchairs and one accompanying person (for all of these categories);
• people of 70 years of age and older.
3.9. The Museum Prices for Tickets and services are set by the orders of the Director of the Museum in accordance with the Letter of the Ministry of Economy of the Russian Federation of December 20, 1995 No. 7-1026 "On methodological recommendations for the formation and application of free prices and tariffs for products, goods, services".
3.10. On the official website of the Museum (pushkinmuseum.art) and in information media at the Museum's ticket offices, there is a list of categories of persons eligible to visit the permanent exhibition of the Museum with a discounted entrance ticket (reduced-fare ticket or free of charge):
• any working day of the Museum;
• certain days and / or hours.
3.11. Reduced-fare tickets are sold to eligible visitor categories upon the presentation of a confirmation document (and, if this document lacks a photo, an ID) when buying a Ticket at the ticket office. This document (and ID) must also be presented at the checkpoint along with the reduced-fare Ticket (including an electronic one).
3.12. At the entrance to the Museum buildings, the visitor must pass the control line equipped with metal detectors and present personal belongings for inspection. Persons who refuse to present their belongings for inspection are not allowed to enter the Museum.
3.13. Visitors who use pacemakers or have other medical equipment that is sensitive to the effects of a metal detector must inform the persons at the entrance control to the Museum buildings (before passing the inspection procedure) and provide a document confirming the use of medical equipment. After that, the visitor can pass the control line without metal detector inspection.
3.14. The inspection of visitors in wheelchairs is carried out using a hand-held metal detector.
3.15. The visitor must present the Ticket along with a document confirming their eligibility for a discount (in the case of a discounted ticket) and an ID (in the case of a registered ticket) upon entering each Ticket zone (permanent exhibition rooms, temporary exhibition spaces, and event venues). If the confirmation document lacks a photo, the visitor must also present an ID. The controller may ask the visitor to show a cash receipt for the Ticket. At the checkpoint, the ticket is stamped by the controller and cannot be reused.
3.16. In case of an emergency need to return to the entrance area after passing the ticket checkpoint, the visitor must contact the controller to agree on the possibility of re-entering the exhibition halls with the entrance Ticket. The Museum reserves the right to use additional methods of identification of visitors who temporarily leave the exhibition – including special stickers on clothing or disposable bracelets, which are valid only with an entrance ticket. Re-entry to the exhibition halls with a damaged sticker or bracelet or in the absence of an entrance ticket is prohibited.

4. Customer service procedure

Individual visits to the permanent exhibits and displays
4.1. An individual visit means a self-guided tour of the permanent exhibits and/or displays without a guide.
4.2. An entrance Ticket with an open pass time gives you the right to visit the Ticket area once a day indicated on the Ticket.
4.3. An entrance Ticket with an indication of the exact time of the passage (session) gives the right to visit the Ticket area once a day and time indicated on the ticket. The start time of the session is the time of the passage to the exhibition. The duration of viewing the exhibition within the Museum's opening hours is not limited, unless otherwise indicated on the Ticket.
4.4. Up-to-date information about the types of entrance tickets and their zones of validity is posted on the official website of the Museum (pushkinmuseum.art).

Visit to the permanent exhibition and display on a guided tour
4.5. An excursion is a tour of the permanent exhibition and / or displays accompanied by a guide. The museum reserves the right to consider a group tour of the Museum's exposition, accompanied by a story of one of the group members about the Museum's exhibits along the entire route of the group, with regular stops near the Museum's exhibits, regardless of whether this event is of a commercial nature or not. A group visit to the Museum, positioned as a conversation, walk, discussion, meeting in the exhibition, etc., is also considered an excursion.
4.6. Excursion service involves a single inspection of the permanent exhibition or exhibition accompanied by a guide on the day and time specified in the tour ticket.
4.7. The Museum guides conduct group tours for organized groups of visitors and group tours for groups of individual visitors.
4.8. An excursion voucher for a combined tour gives the visitor the right to enter the exhibition rooms and participate in the tour. There is no need to buy a separate museum ticket.
4.9. If the organized group is late, the tour time is reduced. If you are more than 30 minutes late or the group does not show up, the tour is not conducted, the service of the Museum is considered rendered, and the money paid is not returned.
4.10. The Museum reserves the right to limit the total number of participants of the tour and separately-the number of participants with baby strollers, as well as the number of tour groups simultaneously located in the exhibition halls of the Museum.
4.11. Individuals who are not Museum employees can conduct tours in the Museum buildings only with the prior permission of the Museum tour office and upon the presentation of a permit for conducting the tour on a specific subject and on a fixed day and time. If the Museum requires that a tour be conducted with the use of a wireless tour guide system, individuals who are not Museum employees must provide their own systems.
4.12. Registration of an excursion voucher is mandatory for a tour group of any amount-in accordance with Article 53 of the "Fundamentals of the Legislation of the Russian Federation on Culture" (approved by the Supreme Soviet of the Russian Federation on October 09, 1992 No. 3612-1), according to which legal entities and individuals carry out tourist and excursion activities at cultural objects only on the basis of contracts with cultural bodies and organizations, regardless of the number of participants of the tour group, if:
• the tour is of paid or advertising nature (for its members), as a stand-alone service or part of a complex of services of tour organizer;
• public sources of information to this group visit to the Museum is positioned as the organizer of the excursion (a walk, a meeting, etc.), specifying the date, time, topic, presenter, conditions of participation (required pre-registration, etc.).
4.13. At the request of the Museum staff, the person conducting the tour and not being an employee of the Museum is required to present an excursion voucher and a personal card confirming his accreditation with the Association of Guides-Translators, Guides and Tour Managers (a card of the "UNIFIED" type).
4.14. The museum reserves the right to use additional methods of identification of tour groups and tourists, including special stickers on clothing. During the tour, the guide has the right to require visitors without stickers to leave the tour group if its number exceeds the permissible number for the safety of exhibits and visitors, or the behavior of visitors without stickers interferes with the participants of the tour.
4.15. The Museum reserves the right to employ a wireless tour guide system to conduct tours. In this case, all tour participants must use wireless receivers. Visitors who do not wish to use a wireless receiver may abstain from taking the tour, yet the price of the tour shall not be refunded.
4.16. Wireless receivers are only provided to tour participants whose names are listed on the tour permit.
4.17. Information about the types and topics of excursions, as well as the procedure for booking and paying for excursions, is posted on the Museum official website (pushkinmuseum.art).

Attending lectures, concerts and other events
4.18. The museum holds lectures, concerts and other cultural and educational events.
4.19. The entrance to the event area begins no earlier than 30 minutes before the start of the event. The order of entry to the event can be set by the Museum additionally.
4.20. Information about the time, date, and topics of the events is posted on the Museum's official website (pushkinmuseum.art).

Service for the "Pushkin’s Friends" program cardholders
4.21. The Museum provides services to the "Pushkin’s Friends" program cardholders in accordance with the type of card they purchased. Information about the program and types of cards, as well as the privileges provided by each type of card, is available on the Museum's official website (pushkinmuseum.art) in the "Pushkin’s Friends" section.

Children visiting the Museum
4.22. Children under 12 years of age are allowed to enter the exhibition halls for individual visits, participation in children's excursions or other children's and family activities only if accompanied by an adult.
4.23. Children over the age of 10 are allowed to attend children's events in the lecture halls outside the Museum's exposition without accompanying by adults.
4.24. Parents and accompanying persons are obliged to inform children about the Rules of Visiting the Museum and to be responsible for children's compliance with them.
4.25. The target audience of events, including excursions held in the Museum, is adults, unless otherwise specified in the description of the event on the Museum's official website (pushkinmuseum.art).
4.26. The decision on the children participation in events aimed at adult visitors is made by the child's parents or accompanying persons; they are also responsible for it.
4.27. The museum reserves the right to make changes to the order of children's attendance at certain children's events, as well as to prohibit the participation of children in certain events aimed at adult visitors.
4.28. The rules for visiting children's classes within the subscription programs of the Museion Children’s Educational Centre are separately set by the Museum and are posted on the Museum's official website (pushkinmuseum.art).

5. Duties of Museum visitors

5.1. Observe these Rules of Visiting the Museum, the legislation of the Russian Federation, public order and generally accepted ethical standards of behavior.
5.2. Comply with the requirements of the Museum staff to maintain public order and comply with these Rules of Visiting.
5.3. Purchase Tickets for visiting the Museum (on a first-come, first-served basis at the Museum's ticket offices or on the Museum's official website), return Tickets and reissue registered Tickets in accordance with the User Agreement approved by the Museum and posted on the Museum's official website (pushkinmuseum.art).
5.4. Provide the Museum staff or other authorized persons with documents confirming the right to prior access to the Museum buildings and entrance tickets prior purchase.
5.5. Provide documents confirming the right to a discounted Ticket (and, if these documents lack photos, an ID) to the Museum staff at the ticket office when buying a Ticket and at the checkpoint to the Ticket area.
5.6. Provide identification documents to the Museum staff at the entrance to the Ticket area (if the Ticket is registered).
5.7. While on the territory of the Museum, present a Ticket  at the request of the Museum staff: museum curators, administrators, supervisors, Museum security personnel.
5.8. At the entrance to the Museum buildings, the visitor must pass the control line equipped with metal detectors and present personal belongings for inspection. Persons who refuse to provide their belongings for inspection are not allowed to enter the Museum.
5.9. Hand over outerwear to the cloakroom and leave bags, backpacks, briefcases, umbrellas and other personal items with dimensions exceeding 30×40×20 cm at the locker. It is forbidden to enter the exhibition halls of the Museum with items that exceed 30×40×20 cm in size and that cannot be deposited in the locker due to their size or special value.
5.10. Ensure the safety of the check from the cloakroom, the locker key and be responsible in case of their loss. A visitor who has lost a check or locker key should contact the cloakroom employee or the administrator at the information desk.
5.11. When visiting exhibition halls, lectures, excursions, events disable or switch to silent mode of operation all means of communication.
5.12. During the tour, attach the sticker of the tour participant issued by the guide to your clothes in a prominent place and keep it until the end of the tour.
5.13. At the first request of the Museum staff, stop conducting the tour, if it is not agreed in accordance with the established procedure with the Museum.
5.14. Leave the exhibition halls by the Museum closing time, the Museum building - within 15 minutes after the Museum closing time, and in the case of the end of the event after the closing time of the Museum – within 15 minutes after the end of the event.
5.15. In case of finding unattended objects on the territory of the Museum, immediately inform the Museum staff or the Museum security service and do not take independent actions to move the objects.
5.16. In case of causing material damage to the Museum (museum objects, interiors, buildings) compensate this damage in the amount specified by the expert commission based on the results of the assessment. If the visitor does not agree to compensate for the damage caused, the Museum has the right to recover damages in court.
5.17. In case of emergency situations, follow the recommendations and instructions of the security service and other on-duty services of the Museum, as well as police officers.
5.18. After the end of the tour, wireless receivers must be returned to the tour guide or to the wireless tour system counter (with the exception of disposable components).

6. Rights of Museum visitors

6.1. Get acquainted with the permanent and temporary exhibitions of the Museum.
6.2. To inspect the Museum's exhibitions independently or as part of a tour.
6.3. Use an audio guide or personal electronic devices with audio tour programs in the exhibition.
6.4. Get information about the terms and conditions of access to museum collections.
6.5. Make amateur photo and video recordings on the territory of the Museum, taking into account the restrictions imposed by these Rules (pp. 7.2, 7.3, 7.4, 7.5), strictly for personal (non-commercial) purposes.
6.6. Make copies of exhibits, interior elements on A4 sheets or smaller pieces of paper with a black-graphite pencil without use of an easel throughout the Museum. Other methods of copying are carried out with the permission of the Chief Curator of the Museum, obtained on the basis of an official request.
6.7. If necessary, move around the Museum in a wheelchair.
6.8. When visiting the Museum with children under the age of 3 years, use a baby stroller; the Museum reserves the right to restrict the entry of visitors with strollers to certain parts of the exhibition. There are no designated places for temporary storage of baby strollers in the Museum. The Museum is not responsible for a baby stroller left unattended.
6.9. Purchase Museum products on the territory of the Museum in specially designated places.
6.10. In case of loss of personal items from the cloakroom or locker, contact the employee of the cloakroom or the administrator at the information desk.
6.11. When conducting concerts and performances in Hall 15 (Italian Courtyard), to enter the hall with flowers and hand them over to the performer; viewing the exhibition with flowers is prohibited. Entrance with flowers to events in other halls may be completely prohibited.
6.12. Visit the scientific library and the department of manuscripts of the Museum with the permission of the Director of the Museum or the Deputy Director for scientific work, which is obtained on the basis of a personal request or an official request from the institution.
6.13. Leave feedback about the Museum activity via the feedback form on the official website of the Museum (pushkinmuseum.art).
6.14. Appeal against actions (inaction) of the Museum employees by addressing the Director of the Museum in writing. The apeal must contain the following information:
• last name, first name, patronymic of the visitor;
• contacts of the visitor (to inform him/her about the results of the consideration of the appeal);
• division, position, surname, name of the Museum employee whose action (inaction) violated the rights of the visitor;
• the nature and circumstances of the violation of his/her rights, indicating the date and time of the incident.

7. On the territory of the Museum visitors are prohibited to

7.1. Violate public order and these Rules of Visiting.
7.2. Take photos and videos with a flash and using a tripod, including a monopod (selfie stick).
7.3. Take photos and videos in the halls of temporary exhibitions (including in cases where the ban is due to copyright protection or compliance with other agreements with third parties)  if there is a notification about the prohibition of photo and video shooting in the exhibition halls.
7.4. Carry out professional photo and video shooting without the consent of the Museum administration, that is, shooting with a tripod, additional light and /or sound recording equipment, color scales, additional power sources, as well as in compliance with special conditions for preparing the premises and museum items for shooting.
7.5. Conduct any photo shoots without the consent of the Museum administration for personal or commercial purposes, including in the framework of work on creative projects. A photo shoot is a wedding, costume, fashion and other staged photo and video shooting of a model or object, conducted by a photographer or a cameraman. The Museum reserves the right to consider a photo shooting that has one of the following characteristics (or a combination of several):
• continuing the posing of the model before the person engaged in photo and video shooting;
• models and individuals engaged in photo and video shooting have change of clothes, shoes, accessories or other additional attributes, which are consistently used while carried out the shooting;
• continuing photo or video shooting of brought objects in the interiors of the Museum from one viewpoint;
• a clear separation of the groups of visitors into a model (models) and a photographer, when one or some visitors constantly pose, the other is shooting or prepares to shoot (a stay of this kind of group in the Museum is mostly for shooting or preparation for it).
7.6. Stay in bulky outwear in the exhibition and lecture halls of the Museum and carry it with you. Outerwear includes coats, fur coats, sheepskin coats, jackets, fur vests, down jackets, raincoats, windbreakers, trench coats, parkas and other items of outerwear made of any materials (depending on weather conditions, this list is subject to change).
7.7. Stay without shoes and / or clothing.
7.8. Enter the Museum in dirty, sharply smelling clothes, as well as carry objects that can stain visitors and/or exhibits and interior elements.
7.9. Bring firearms into the Museum and use them in the Museum; piercing, cutting and easily breaking objects; flammable, toxic substances, including perfume and cosmetic products in aerosol packaging with propellant (sprays, shampoos, gels, deodorants, nail polishes, etc.).
7.10. Visit the exhibition and lecture rooms with objects whose dimensions exceed 30×40×20 cm, wet umbrellas, sports equipment, musical instruments, flowers, or liquids in any containers, including bottled drinks, drinks in thermos flasks, paper and plastic cups, etc. Visitors may use baby strollers, wheelchairs, canes, crutches and other assistive technologies for individuals with disabilities or limited mobility.
7.11. Take drinks, including bottled water and drinks in thermos flasks, cardboard and plastic cups, etc. on the territory of the exhibition and lecture halls; food-on the entire territory of the Museum, with the exception of places specially designated for this purpose (cafes).
7.12. Talk in the exhibition and lecture halls of the Museum on a mobile phone.
7.13. Talk loudly in the exhibition and lecture halls of the Museum.
7.14. Conduct excursions for a group of visitors of any amount without the written consent of the Museum administration, regardless of whether the tour is conducted for commercial purposes or not. The official confirmation of the Museum's consent is an excursion voucher (a ticket for the right to conduct an excursion).
7.15. Inspect the exhibition as part of a group that has the characteristics of an excursion (clause 4.5), if the inspection is not an excursion agreed with the Museum.
7.16. Take part in events, including excursions, held in the halls of the Museum, if the visitor does not have a Ticket to this event.
7.17. Listen to audio tours through external speakers or through hands-free communication on mobile devices.
7.18. Use audio equipment with sound amplification enabled, as well as sing, dance, and play musical instruments.
7.19. Damage wireless receivers provided for tours or take wireless receivers outside the Museum territory.
7.20. Damage exhibits, display cases and interior elements, museum equipment and inventory, and Museum buildings.
7.21. Touch and lean against exhibits, showcases and interior elements (bases of columns, pedestals, etc.), climb on them or put personal belongings on them.
7.22. Go beyond the established fences, as well as into the premises and on the territory of the Museum, closed to the public.
7.23. Use electric sockets to charge mobile devices and to operate the electrical appliances.
7.24. Unauthorized entry into the service and technical premises of the Museum.
7.25. Stay in the Museum after the completion of its work.
7.26. Pollute the premises and territories of the Museum.
7.27. Apply labels and put up ads, posters and other types of information materials.
7.28. Display symbols aimed at inciting racial, social, national and religious hatred and enmity.
7.29. Smoke (including electronic cigarettes), drink alcoholic beverages, take drugs, as well as visit the Museum in a state of alcoholic, narcotic or toxic intoxication.
7.30. Move around on bicycles, scooters, roller skates, gyroscuters and other similar vehicles and means of sports training.
7.31. Sit or lie on the floor or on folding chairs, pillows, and similar objects brought with you, except with the Museum's permission.
7.32. Stay with any animals on the entire territory of the Museum, with the exception of guide dogs accompanying visitors with visual impairments.
7.33. Carry out trade, distribute Tickets, conduct commercial, excursion, advertising and other activities in order to generate income without the written consent of the Museum administration.

8. Museum Responsibilities

8.1. Provide cash service to visitors in the entrance area of the Museum on a first-come, first-served basis. When selling discounted tickets, the cashier must check the visitor’s document confirming their eligibility for the discount (and, if this document lacks a photo, an ID).
8.2. Ensure the operation of the cloakroom to take visitors' outerwear, as well as the availability of locker for personal items with dimensions exceeding 30×40×20 cm.
8.3. Ensure an information desk in the entrance area of the Museum, where you can learn about the order and conditions of access to museum items, including about:
• standard schedule of the Museum;
• temporary exhibitions;
• temporarily closed halls;
• the services provided by the Museum;
• the possibilities of ordering excursions;
• on ways to bring to the attention of the Museum administration reviews, comments and suggestions of visitors about the work of the Museum.
8.4. To provide visitors with an up-to-date and accessible navigation system for the buildings of the museum complex with the mandatory designation of the numbering of the halls, the location of the cloakroom, toilets and other Museum services.
8.5. Ensure that the exhibition halls have labels in Russian with explanatory text to the exhibits.
8.6. Ensure accessibility of buildings and displays for visitors with limited mobility and visitors with disabilities. In order to organize a visit to the Museum, visitors can contact the administrator at the information desk on the day of the visit or contact the Museum staff in advance – including by e-mail: museum4all@arts-museum.ru (the full list of contacts is listed on the official website of the Museum: pushkinmuseum.art.
8.7. In winter, provide access to the buildings of the museum complex with the buildings' roofs and paths to the building free of snow and ice.
8.8. Ensure that the staff treats the Museum visitors with courtesy.
8.9. Ensure that Museum staff members who interact with visitors have badges with their names and positions.
8.10. Organize the reception, registration and consideration of written proposals, requests, complaints of visitors, as well as responses to such requests within the period established by law – within 30 days from the date of registration of the written request.
8.11. Provide visitors, at their request when visiting the Museum with the information specified in Part 4 of Article 36 of the "Fundamentals of the Legislation of the Russian Federation on Culture" (approved by the Supreme Soviet of the Russian Federation of October 09, 1992 No. 3612-1).
8.12. Provide all tour participants with wireless receivers if this is specified in the tour permit.

9. Museum Rights

9.1. Change the opening hours of Museum buildings, individual exhibitions, and exhibition halls on a permanent or temporary basis.
9.2. Change the program (including the performers, lecturer, etc.) of the lecture, concert, and other cultural and educational events.
9.3. Hold the event in an online format and / or move it to another date and time, if for reasons beyond the Museum's control (in the case of the introduction of a high-alert mode, etc.) it is impossible to hold the event in the Museum. In this case, the event is considered to have taken place, and the full or partial Ticket price is not refunded.
9.4. Suspend the entrance of visitors to the Museum buildings and to the exhibition in the following cases:
• the occurrence of an emergency situation;
• excessively high occupancy of exhibition halls, lobbies and other service areas;
• the lack of available seats or the end of ticket sale for the event;
• lack of free places in the cloakroom in the cold season.
9.5. Refuse to allow visitors to attend exhibitions, excursions, lectures, events, or terminate their participation in them in the following cases:
• the occurrence of an emergency situation;
• the visitor does not have a Ticket that gives the right to visit the Museum on the day of the request or participation in the event;
• the visitor presents a Ticket which does not correspond to the form approved by the Museum (including-with corrections, notes; the absence of mandatory details provided for by law; with a corrected or taped up price indication);
• the visitor provided a fake Ticket;
• the visitor provided a Ticket purchased from a person not authorized by the Museum to sell tickets;
• the visitor does not have a cash receipt for paying for the Ticket;
• the visitor provided an already used entrance Ticket;
• the visitor provided a Ticket of the category "Adults accompanying disabled persons of groups I and II, disabled children, visitors in wheelchairs" in the absence of the person who the visitor must accompany;
• non-compliance of the visitor with the category indicated on the ticket;
• mismatch of information about the visitor forth in the nominal ticket, the information contained in the presented identity document;
• visitor violates the Rules;
• aggressive or offensive behavior towards other customers and/or employees of the Museum expressed including threats, insults, racist and xenophobic remarks; discrimination based on age, health status, gender, religious or ethnic identity, or the use of physical force.
9.6. Restrict the access of visitors to museum objects located on the territory of the Museum, including by closing the exhibition halls, on the basis of:
• unsatisfactory state of preservation of museum objects;
• carrying out restoration or repair work;
• the need to comply with the special conditions of storage of the Museum object in the repository (depository);
• the issue of the museum object for the exhibition;
• the need for a technical break in the work of individual halls due to the deviation of the temperature and humidity indicators from the norms defined by the rules for storing museum items;
• holding exhibitions or events in halls with a separate entrance, the entrance to which is carried out with special Tickets (if the visitor does not have such a Ticket).
9.7. Close the Museum's territory or part of it to visitors when holding state events on the territory and premises of the Museum and/or on the grounds provided for by Federal Law No. 57-ФЗ of May 27, 1996 "On State Protection".
9.8. Implement registered Tickets in accordance with the requirements of the legislation of the Russian Federation on personal data.
9.9. At checkpoints, demand from visitors with discounted tickets a document confirming their eligibility for the discount (and, if this document lacks a photo, an ID) and, from visitors with registered tickets, an ID.
9.10. Withdraw visitor's Tickets which does not correspond to the form approved by the Museum (including-with corrections, notes; lack of mandatory details provided for by law; with a corrected or taped up price indication), fake Tickets or Tickets purchased from persons not authorized by the Museum to sell Tickets.
9.11. Stop holding an event on the territory of the Museum (including excursions) that is not coordinated with the Museum or is conducted in violation of the established requirements for holding the event, including:
• the guiding does not have a document confirming his/her right to conduct tours or activities at the Museum for groups of visitors;
• the absence of a document confirming accreditation of the lead at the Association of guide-interpreters, tour guides and tour managers;
• when exceeding the set number of tour group;
• in case of discrepancy between the actual excursion tour to the subject of excursion specified in the excursion voucher;
• in case of discrepancy of the information specified in the application for the event to the actual situation.
9.12. Allocate some seats in the event hall for visitors with hearing impairments if the event is translated into sign language.

The Museum reserves the right during periods of high attendance to restrict the extraordinary entrance to the building of visitors with Tickets purchased at the Museum's ticket offices on the day of the visit. If a visitor has a free ticket to promotions and events with free admission, they do not have the right to enter the Museum buildings without waiting in line.
